Bradford Council is currently producing a Development Framework for Keighley.

The Development Framework is being prepared to guide the future development of Keighley.

Building on the success of the Towns Fund, the Draft Development Framework looks beyond our existing projects and City of Culture 2025. It sets out an overarching vision, objectives and potential interventions for the regeneration of Keighley looking at the next 15-20 years. The vision, objectives and potential interventions have been shaped by local stakeholders’ views and will continue to be refined following this engagement.

As a component of Bradford's Economic Growth Plan, the role of the Development Framework is to act as a guide for development within Keighley, as well as encourage and attract new investment into the area. It provides clear principles which promote social, economic and environmental benefits which are informed by Keighley's local context and are underpinned by the strategic and policy context both nationally and locally.

The Draft Development Framework is split into seven Character Areas, which include further detail on the proposed interventions and opportunities.

The proposed interventions as set out within the Draft Development Framework are indicative only. There is no funding commitment at this stage to deliver the vision. If the proposals are supported by stakeholders, a more detailed delivery plan would be considered as funding opportunities arise.

Alongside the Development Framework for Keighley, we are also producing frameworks to cover the city of Bradford, Shipley and Bingley.

We are now pleased to share with you the Draft Development Framework. As this is a draft framework we would encourage your feedback. This engagement will remain open until Monday 20 November.

The Development Framework has been broken down into sections, each having their own set of questions. You do not need to respond to all the sections.

You will need to be registered and logged into Let's Talk to see and respond to the questions. Anyone can register, all you need is a valid email address. We would be particularly keen to hear from local businesses, landowners and potential investors.

More detailed information is available in the full draft framework which is available for you to download.

    Keighley Survey

Between 28 November 2022 and 5 January 2023 the public were invited to let us know what they thought about the future of development in Keighley. In total 382 people participated in the survey.

Respondents were asked, in a couple of words, what they felt Keighley’s best kept secret was. Keighley’s heritage and culture, community, and nature/green spaces were identified the most.

Respondents were also asked what they felt Keighley’s biggest challenge was. Addressing the town centre, economy/jobs, crime and anti-social behaviour were identified the most.

Finally, respondents were asked what they felt to be the single biggest opportunity for Keighley would be in the next 10 years. Better shopping, town centre regeneration, strengthening the economy and creating jobs were identified the most.

    Ilkley Survey

Between 28 November 2022 and 5 January 2023 the public were invited to let us know what they thought about the future of development in Ilkley. In total 91 people participated in the survey.

Respondents were overwhelmingly positive about Ilkley, saying it had a strong community in an attractive and beautiful pleasant setting. They enjoyed the local shopping and access to the river and countryside.

We love Ilkley too, but reflecting on the survey results we have decided the the focus of the Development Framework will be on Keighley as the area with the greatest regeneration potential.
