Bradford Council is currently producing a Development Framework for Shipley.

The Development Framework is being prepared to guide the future development of Shipley.

Building on the success of the Towns Fund, the Draft Development Framework looks beyond our existing projects and City of Culture 2025. It sets out an overarching vision, objectives and potential interventions for the regeneration of Shipley looking at the next 15-20 years. The vision, objectives and potential interventions have been shaped by local stakeholders’ views and will continue to be refined following this engagement.

As a component of Bradford's Economic Growth Plan, the role of the Development Framework is to act as a guide for development within Shipley, as well as encourage and attract new investment into the area. It provides clear principles which promote social, economic and environmental benefits which are informed by Shipley’s local context and are underpinned by the strategic and policy context both nationally and locally.

The Draft Development Framework is split into five Character Areas, which include further detail on the proposed interventions and opportunities.

The proposed interventions as set out within the Draft Development Framework are indicative only. There is no funding commitment at this stage to deliver the vision. If the proposals are supported by stakeholders, a more detailed delivery plan would be considered as funding opportunities arise.

Alongside the Development Framework for Shipley, we are also producing frameworks to cover the city of Bradford, Keighley and Bingley.

    Thank you to everyone that has been involved in helping to shape the Shipley Development Framework over the past few months.

    We are now pleased to share with you the Draft Development Framework. As this is a draft framework we would encourage your feedback. This engagement will remain open until Monday 20 November.

    The Development Framework has been broken down into sections, each having their own set of questions. You do not need to respond to all the sections.

    You will need to be registered and logged into Let's Talk to see and respond to the questions. Anyone can register, all you need is a valid email address. We would be particularly keen to hear from local businesses, landowners and potential investors.

    More detailed information is available in the full draft framework which is available for you to download.

    Thank you to everyone that has been involved in helping to shape the Development Framework over the past few months. Our consultants are now working behind the scenes to create the draft framework based on the input you’ve given us.

    Don’t worry if you haven’t had chance to have your say, we’ll be ready to share the draft framework in October so there will still be an opportunity to review the recommended interventions and let us know what you think.

    Shipley Survey Summary

    Between 28 November 2022 and 5 January 2023 the public were invited to let us know what they thought about the future of development in Shipley. In total 202 people participated in the survey.

    Respondents were asked, in a couple of words, what they felt Shipley’s best kept secret was. Shipley’s access to open and green spaces was identified the most.

    Respondents were also asked what they felt Shipley’s biggest challenge was. The retail offer and poor built environment in the town centre, alongside traffic problems were identified the most.

    Finally, respondents were asked what they felt to be the single biggest opportunity for Shipley would be in the next 10 years. Regenerating the town centre and improved connectivity/accessibility across the town were identified the most.
