The Towns Fund is part of the Levelling Up the UK economy plan introduced by the government and designed to drive sustainable economic regeneration and productivity across the UK.
Approval of the Town Investment Plan enabled Keighley to secure up to £33.6 million of funding as part of the Government’s Towns Fund. As a part of this programme, City of Bradford Metropolitan District Council (CBMDC) is working to develop transport improvements in Keighley Town Centre through the Keighley Transport Study, alongside consultant partners. The vision of the study is to improve Keighley's economy, connectivity, and environment through improved transport and vibrant public spaces.
Keighley has traffic issues. There are aspirations for local development which risk worsening these issues by creating additional car trips. The number of people coming to the town centre has fallen since the pandemic and there is a desire to enhance the town centre to attract people back.
Local transport issues are a barrier to this: roads in the town centre have a poor pedestrian safety record, air quality is poor and the environment not welcoming for cyclists. While Keighley’s bus service is good quality and well used, its reliability is affected by traffic congestion meaning unreliable journey times for local and through town journeys.
We want to:
Improve the conditions for people to walk, cycle and use the bus in Keighley so that more people can travel these ways, helping to reduce traffic congestion.
Improve the look and feel of the town centre, enhance our historical surroundings and develop Keighley as a destination.
Smooth traffic flow, making journeys more reliable for through and local traffic.
Descriptions of the options are provided below, with further design detail including outcomes from Keighley Transport Survey and a precedent case study that can be downloaded.
The survey ran until 7th of October 2024, and feedback is now being analysed.

Bradford Council are inviting people visiting, living in or working in Keighley to take part in the Town Centre Transport Survey to find out how people travel into and around Keighley and to give their views on issues including traffic flow in the town, congestion, parking, walking, cycling and public transport.
